Originally from Christchurch, Leo moved to the Waikato in 1970, and aside from a three-year stint in Ashburton, he has been in the Waikato since 1978.

He is best-known for his lengthy role as the Waikato Police Road Policing Manager, which saw him frequently feature in news media coverage on roading and traffic matters, and providing input on regional traffic and transport policy and infrastructure.

He retired from the Police in 2013 after nearly half a century of service, and successfully ran for Council later that year in his first candidacy for an elected position. A former president of Hamilton Rotary Club, he has been involved with that community service organisation for the best part of 40 years and also been part of the Lions Club's Dinsdale branch.

In 2005 he received a Queens Service Medal for Services to the Community, and also holds a Diploma in Police Administration from Northwestern University in Chicago. A father of four, Leo now has three grandchildren and enjoys DIY tasks around his St Andrews home.

He is in his second term as a West Ward Councillor and is currently Deputy Chair of the Regulatory and Hearings Committee. He retains a keen interest in transport and traffic issues.
