Estimating your development contribution

​​​​​​Council's development contribution charges are set out in Schedule 1 of the Development Contributions Policy.  If you are looking at developing a property such as subdividing, building residential dwelling/s, increasing the floor area of commercial, retail or industrial buildings, changing business use etc, our development contribution estimator tool can give you an indication of the contribution charges that may apply under the operative Development Contributions Policy.

The estimator tool is purely for your convenience and is not a formal estimate from Council. Your final charge may vary slightly from the charges in Schedule 1 of the Policy​/Council's estimator tool due to rounding.  This estimate will be based on information available at the feasibility stage of your development. No information from your estimate is retained by the Council.

How to use the development contributions estimator tool


1. Search for the development site/property by typing in either the property address, road name or valuation number in the top left-hand corner of the screen. The map will zoom in and highlight the property and display the property related data in a pop-up report.  ​








​Alternatively, to search by 'legal description', click on the symbol with the magnified glass on the right-hand side of the screen and type in the plan number (example shown below) and click 'apply'.  This will populate all the properties with the same plan number, where you can select the applicable property.







2. To show the development contribution information (including catchments and per unit development contribution charges, exclusive of GST), click on the arrow in the pop-up report (arrow circled in red below).  Note, you may need to re-click the property for an arrow to appear. 



3. Aerial imagery can also be applied to assist with identifying the relevant property by clicking into the 'layer list' as shown in the diagram below.

Using the schedule of charges in the Policy ​

To estimate a development contributions charge for your proposed development, refer to Schedule 1 of the Development Contributions Policy in conjunction with the Council's development contributions estimator tool and follow the steps below.

  1. Identify the development type using the definitions in section 6 of the Policy. Refer to Table 1 for residential developments or Table 2 for non-residential developments.

  2. Identify the geographic catchment in which the development is situated by using the maps in the schedule 8 of the Policy. ​

  3. Add up the charges for each activity (reserves, stormwater, wastewater, transport, and water) by reading across the row relating to your geographical catchment, or just use the total on the right-hand side. Do not add the citywide charges; they are already included in the charge for each catchment.

  4. Add the stormwater and wastewater catchment charges to the above charge by identifying the stormwater catchment, and the wastewater catchments using the maps in schedule 8 of the Policy.

  5. Your total charge is the sum of the above charges​​

​Examples using the development contributions estimator tool and schedule of charges ​​


​Example One 

You are building one four-bedroom dwelling (large residential dwelling) on a vacant site on 'Alfred Street'.

Using the development contributions estimator tool

Follow Steps 1 to 3 outlined under 'How to use the development contributions estimator tool' above, using 'Alfred Street' as the address.​

​The estimated development contributions charge for one large residential dwelling is $25,005 [excl. GST].  


Using the schedule of charges in the Policy

Follow steps 1 to 5 under 'How to use the schedule of charges in the Policy' above.


The development contribution estimate for one large residential dwelling is $25,005 [excl. GST] [Infill East $23,233 + SW Chartwell $238 + WW East $1,534].

Example two

You are demolishing one three-bedroom dwelling (standard residential dwelling) from 'Cypress Crescent' and building four new three-bedroom dwellings (standard residential dwellings).

Using the development contributions estimator tool

​Follow Steps 1 to 3 outlined under 'How to use the development contributions estimator tool' using 'Cypress Crescent' as the address.​

The development contributions estimate per standard residential dwelling is $22,171.00 [excl. GST].  Calculate one standard residential dwelling credit [$22,171.00] and charge development contributions on four standard residential dwellings [$88,684.00].

Based on the development contributions estimator tool, the development contribution for the development is estimated at $66,513.00 [excl. GST].

Using the schedule of charges in the Policy ​
Follow steps 1 to 5 under 'How to use the schedule of charges in the Policy' above. 


The development contribution estimate per standard residential dwelling is $22,171.00 [excl. GST] [Infill West $19,176 + SW St Andrews $23 + WW West $2,972]. Based on the schedule of charges the development contribution for the development is estimated at $66,513.00 [excl. GST].

Example Three

You are demolishing an existing 200m² office building and developing a 1,000m² office building on 'Killarney Road'. The site area is 1,000m².

Follow Steps 1 to 3 outlined under 'How to use the development contributions estimator tool' above, using 'Killarney Road' as the address.

The development contribution estimator tool estimate per 100m² for commercial activity is $14,536.00 [excl. GST]. You calculate 200m² credit [$29,072.00] and charge development contributions on 1,000m² demand [$145,360.00]. Based on the development contributions are estimated at approximately $116,288.00 [excl. GST].  Please note however, the actual charges may vary due to stormwater factors.

Using the schedule of charges in the Policy
Follow steps 1 to 5 under 'How to use the schedule of charges in the Policy' above.


The development contributions estimate per 100m² of commercial activity is $14,536.00 [excl. GST] [Infill West $12,913 + SW Waitawhiriwhiri $116 + WW West $1,507]. Based on the schedule of charges the development contributions for the development is estimated at $116,288.00 [excl. GST].​

Calculating the stormwater contribution 
Actual charges will vary to estimates calculated using the development contributions estimator tool and/or the schedule of charges due to stormwater activity.  Site area rather than floor area is used to calculate the stormwater contribution. In example three the stormwater contribution is estimated as follows: Site area [1,000m²] / 100m² x $116 [per unit charge] = $1,160 [excl. GST].​​​
